If the Ravens? qualification for Super Bowl XLVII dusted off long-forgotten memories of the alleged involvement of Ray Lewis in a double murder, the Aaron Hernandez situation has sandblasted them.? And with the Patriots dumping Hernandez the moment he was arrested in connection with the death of Odin Lloyd, the contrast between the respective approaches of the two franchises to situation involving murder became as sharp as possible.

While many believe the Patriots must have had access to inside information about the Hernandez investigation at the time he was cut, the more accurate assumption would be that the Patriots decided early in the process, without the benefit of any specific intelligence about the case, that no employee arrested in connection with a murder investigation is fit to remain employed by the team.

The Ravens came to the exact opposite conclusion.? The man who coached the team at the time, Brian Billick, recently compiled an exhaustive explanation of the team?s reasoning and approach to the Lewis situation.

Billick explains that the team?s decision to rally around Lewis arose from their faith in his ?overall innocence.?? In so doing, Billick implies that the Patriots had no faith in Hernandez?s innocence.

But Lewis was hardly ?innocent.?? Lewis wouldn?t have been arrested, charged, and prosecuted based on no evidence.? Prosecutors routinely walk away from trying to secure a conviction under the very high standard of proof beyond a reasonable doubt if they believe that the evidence, while pointing to the defendant?s guilt, nevertheless creates an opening for an ?if it doesn?t fit, you must acquit? concoction of enough doubt to secure an acquittal.? Moreover, judges don?t allow cases to go to trial absent the existence of enough evidence to allow a reasonable jury to conclude that the high bar of proof beyond a reasonable doubt had been met.

For Ray Lewis, the prosecutor eventually decided to cut a deal, and Lewis decided not to tell the prosecutor to pound sand/salt/whatever and force the trial to a verdict.? This wasn?t a case where the charges were dropped with no strings attached.? Lewis pleaded guilty to obstruction of justice in order to escape the far more serious charge of murder.

The Ravens had no qualms about welcoming back to the team without suspension or other punishment (other than the $250,000 fine imposed by the league) a man who pleaded guilty to obstructing justice in a murder case.? New England?s swift and decisive action regarding Hernandez this week amounts to a clear statement that, even if Hernandez had simply lied to the police or concealed evidence regarding a murder, any alleged wrongdoing regarding a murder provides enough reason to move on.

Right or wrong, the Ravens treated Ray Lewis far differently than the Patriots treated Hernandez.? And while it seems that Billick may be trying in artful fashion to soften some of the harsh, inescapable realities the Ray Lewis case, the fact remains that the Ravens had no qualms about embracing and defending a man who clearly had enough involvement to result in a judge allowing a murder trial to proceed, and in Lewis eventually entering a guilty plea for a crime related to the killings.? The Patriots, in contrast, opted to have no further involvement with anyone who had done anything, actually or allegedly, that would get him arrested in connection with the intentional death of another human.

For each organization, it sets a precedent that they surely hope they?ll never have to use in a similar case.

Attack on security convoy kills 15 in Pakistan

PESHAWAR, Pakistan (AP) ? A car bomb exploded as a convoy of paramilitary troops passed through the northwest Pakistani city of Peshawar on Sunday, killing at least 15 people and wounding 25 others, police said.

Most of the dead and wounded appeared to be civilians. The blast struck one vehicle in the convoy of paramilitary Frontier Corps troops, but the other passed by safely, said police official Shafiullah Khan. It is unclear whether it was a suicide bombing or the explosives in the vehicle were set off by remote control.

The blast damaged many vehicles and shops in the area, according to local TV footage. Frontier Corps vehicles rushed to the scene to help after the attack, as a police officer collected evidence from the crater caused by the bomb.

No one has claimed responsibility. But suspicion will likely fall on the Pakistani Taliban. The group has been waging a bloody insurgency against the government for years that has killed thousands of security personnel and civilians.

Peshawar is located on the edge of Pakistan's semiautonomous tribal region, the main Taliban sanctuary in the country, and has been hit by scores of bombings over the years.

Markets remain calm as half-year comes to an end

LONDON (AP) ? Markets were ending the half-year on a settled note Friday after a month of volatility that pushed many of the world's major stock indexes down from multi-year and record highs.

The coincidence of the end to the month, quarter and half year may prompt some volatility in trading, as some investors try to make their portfolios look better for financial reports. But the prevailing market mood was calm, particularly compared with last week.

That's due to a number of factors, including solid U.S. economic data and a seeming attempt by the U.S. Federal Reserve to ease investor concerns over the pace of any reduction in its monetary stimulus.

Japan also got a dose of upbeat economic news when the government said industrial production rose 2 percent in May from April, the fourth straight monthly increase. Perhaps more importantly, the consumer price index stopped falling for the first time in seven months. That's important as the Bank of Japan is engaged on a massive monetary stimulus to get prices rising again after a near two-decade period of deflation.

"The latest Japanese economic data just published highlighted encouraging signs of recovery," said Neil MacKinnon, global macro strategist at VTB Capital.

The news gave Japan's main stock index, the Nikkei 225 index, a big lift as it finished 3.5 percent higher at 13,677.32. The Nikkei's gains fed through across Asia and helped shore up Europe at the open.

Britain's FTSE 100 rose 0.1 percent to 6,251, while Germany's DAX was more or less unchanged at 7,989. The CAC-40 in France fell 0.4 percent to 3,749.

Wall Street was poised for another solid performance, with Dow futures up 0.3 percent and the broader S&P 500 futures 0.4 percent higher.

The main U.S. economic data later will be a manufacturing survey around the Chicago region and the University of Michigan's latest assessment of consumer confidence around the country. They may determine whether the Dow finishes the month in positive territory. It needs to add 200 points to do so, a tough ask.

"It's arguably going to be close as to whether the Dow can manage to finish the month positive," said Fawad Razaqzada, market strategist at GFT Markets. "The bulls would need to remain in a rampant move."

One reason stock markets have calmed this week is that Fed officials appear to be trying to calm investor jitters over an upcoming reduction in the financial assets the central bank buys every month to help the economy. The so-called tapering of the purchases raised fears because the stimulus has been one of the drivers for stocks over recent years.

Earlier in Asia, Hong Kong's Hang Seng advanced 1.8 percent to 20,803.29 while mainland Chinese shares also rose as fears eased of a credit crunch in China. The Shanghai Composite Index gained 1.5 percent to 1,979.21, while the smaller Shenzhen Composite Index edged up less than 0.1 percent to 887.68.

The central bank had allowed rates that banks pay to borrow from each other to soar last week, part of an attempt to clamp down on massive credit in the informal lending industry. Later, however, Chinese policymakers softened their stance with the promise to provide "liquidity support" if needed.

In currency markets, the dollar has been making further gains against the yen, trading up 0.5 percent higher at 99.01 yen on Friday. The euro was up 0.2 percent at $1.3059.

Oil prices were steady too with the benchmark rate up 60 cents at $97.65 a barrel.

Thursday, June 27?The University of San Diego Burnham-Moores Center for Real Estate?s Index of Leading Economic Indicators was released today, showing a 0.6 percent increase in May from the previous month.

The uptick was led by sharp gains in the number of residential building permits issued and local stock prices, USD professor Alan Gin said.

?With May?s advance, the outlook for the local economy remains unchanged from recent reports,? Gin said. ?Good growth is expected in the local economy through the end of 2013 and into at least the first part of 2014.?

The number of residential building permits issued in May topped 1,000 in a month for the second time this year. Not since 2007 had a single month had that many, he said.

Building permit totals so far in 2013 are up 50 percent over last year, according to Gin.

The professor said an improved overall economy has put more people to work and earned them greater incomes, which has increased demand for housing.

That, in turn, has created more jobs in real estate and construction businesses, he said.

Gin said local stock prices rose 1.88 percent in May, reflecting an increase in the broader market in May.

On the labor front, the number of filers for unemployment insurance rose last month, but the amount of help-wanted advertising also went higher, he said.

The index stood at 126.4 in May, its highest mark since December 2007.

SF Examiner Is Suing Chronicle Over Ads - Business Insider

SAN FRANCISCO (AP) ? The San Francisco Examiner filed a lawsuit Tuesday alleging that the city's dominant daily newspaper, the San Francisco Chronicle, has slashed advertising prices to stifle competition.

The suit claims Chronicle owner The Hearst Corp. and officials at the paper took advantage of its greater corporate resources to "selectively and secretly" target Examiner advertisers with "below-cost and discriminatory offers designed to injure the Examiner."

The two newspapers shared business operations and revenues from 1965 until 2000, when then-Examiner-owner Hearst acquired the Chronicle and sold the Examiner to a local family.

The suit alleges the Chronicle charged significantly higher rates for ad space as expected after selling the Examiner, but reversed course when the new Examiner owners, San Francisco Newspaper Company LLC, took over in 2011.

Attorneys said the Chronicle began using the tactic when the new group, which unlike its immediate predecessors, had significant experience operating major newspapers, took over the Examiner and brought the threat of heightened competition.

"It started happening just as new ownership came in," Examiner attorney Ralph C. Allredge said in a telephone interview.

The suit claims that the Chronicle charged less than $1,000 for space that its public rate lists said cost between $59,000 and $92,000 per page.

The Examiner alleges the intention behind the lowered rates was clearly to harm the competition.

"In many cases," the lawsuit says, "these discounts were specifically conditioned on the advertiser agreeing to purchase advertising services exclusively from Hearst and requiring it to stop doing business with the Examiner."

The suit seeks damages it says will be determined at trial, and an injunction keeping the Chronicle from charging below cost for advertising and from keeping prices secret.

At issue is the same state law behind a suit involving San Francisco's alternative weeklies, where a jury in 2008 found the SF Weekly engaged in predatory price-cutting on advertisements in order to thwart competition from the rival Bay Guardian. The Guardian was awarded $21 million in damages but later settled for a smaller undisclosed amount.

Allredge was also the lead attorney for the Guardian in that lawsuit, and both weeklies now belong to the same owners as the Examiner.

Heart failure survivors at greater risk for cancer, study shows

June 25, 2013 ? Heart failure patients are surviving more often with the heart condition but they are increasingly more likely to be diagnosed with cancer, a trend that could be attributed to increased surveillance, side effects of treatments, or other causes, according to a study published online today in the Journal of the American College of Cardiology.

"Heart failure patients are not only at an increased risk for developing cancer, but the occurrence of cancer increases mortality in these patients," explained Dr. Veronique Roger, MD, director of the Mayo Clinic Center for the Science of Health Care Delivery and co-author of the study. "These findings underscore the importance of cancer surveillance in the management of heart failure patients."

Researchers conducted the study using medical records from the Rochester Epidemiology Project, which links the inpatient and outpatient records from all providers used by the population of Olmsted County, Minn. The study included 596 patients with heart failure paired with the same number of similar healthy subjects.

The study looked at two 11-year time periods. Patients diagnosed with heart failure between 1979 and 1990 had a 48 percent increased risk of cancer, while patients diagnosed between 1991 and 2002 had an 86 percent increased risk. Roger and colleagues suggest several possible causes for the increased risk of cancer in heart failure patients, including side effects of cardiovascular treatments, or stress from illness or other mechanisms associated with the physiology of heart failure such as inflammation.

Investigators stress the importance of the findings in the treatment and management of heart failure, concluding patients should be monitored closely for signs of cancer.

"These findings also illustrate the importance of multi-morbidity among patients living with chronic diseases and support the concept of providing holistic rather than disease-based care," the authors said.

Indiana grain elevator blast kills 1 worker

UNION MILLS, Ind. (AP) ? Authorities have identified the worker killed in an explosion at a northwestern Indiana grain elevator.

LaPorte County Coroner John Sullivan said 67-year-old James Swank of Union Mills died in the explosion Monday afternoon at the Union Mills Co-op. The co-op is about 50 miles southeast of Chicago.

Sullivan says neighbors reported that a large explosion shook their homes. It was followed by a large amount of white smoke.

Shawn Lambert, safety manager for Avon, Ind.-based co-op owner Co-Alliance, says the explosion occurred inside a grain elevator with several connected silos.

LaPorte County Sheriff's Department Maj. John Boyd says Swank might have been loading grain into train cars at the time of the blast.

The cause of the blast remains undetermined.

After just a few hours of floor speeches Monday afternoon, the Senate voted 67-27 to proceed on an amendment to the immigration bill that would increase border security funding, taking another step toward the legislation's final passage.

Fifteen Republicans joined Democrats in support of a motion, which required 60 votes to proceed.

As part of an agreement between Republican Sen. Bob Corker of Tennessee and Democratic Sen. John Hoeven of North Dakota, the amendment is intended to ease concerns of skeptical lawmakers who are calling for tougher border enforcement as part of the bill.

The Corker-Hoeven amendment retains much of the language of the original bill proposed by a bipartisan group of eight senators earlier this year, but adds 119 new pages that would strengthen security measures by nearly doubling the amount of security agents along the nation's borders. The bill would also mandate the construction of a fence stretching "no less than" 700 miles along the U.S. border with Mexico and provide funding for aerial surveillance of the area. The federal government will be required to meet a series of security benchmarks before immigrants living in the country illegally would be allowed to obtain permanent legal status.

?The American people want a strong, comprehensive immigration reform plan, but we need to get it right,? Hoeven said in a statement last week. ?That means first and foremost securing the southern border before we address other meaningful reforms to our immigration policy. They want to know that ten years from now, we won?t find ourselves in this same position, having to address the same problem.?

Lawmakers rejected a similar (and less costly) amendment to the bill proposed by Texas Republican Sen. John Cornyn last week by tabling the measure, so supporters of the new amendment hope it will serve as a vessel to entice more Republicans to sign on to the bill.

Before the vote, many Republicans stressed that they did not have enough time to read and debate the amendment, which was introduced late Friday afternoon after many lawmakers had already left Washington.

"It continues to be my hope that we can do something lasting and important about our broken immigration system. Living up to our commitments to our constituents, particularly with respect to border security, has long been of critical importance for me," Senate Minority Leader Mitch McConnell, who voted against the motion to proceed on the amendment, said in a statement Monday. "Sadly, I?m not convinced that this amendment solves that problem, and I see no good reason why we would need to vote on it so hastily."

Speaking on the Senate floor Monday before the vote, Corker responded to critics, saying that the new measures in the bill as part of the amendment would take less than an hour to read over the weekend.

"It's not as if something has been dropped on people that is from outer space," Corker said. "This is 119 pages, it's easy to read. All of us could read it in a short amount of time."

The co-authors of the original immigration bill, including Democratic Sen. Chuck Schumer of New York and Republican Sen. Lindsey Graham of South Carolina, have spoken optimistically about securing as many as 70 votes for the final bill in the Senate, the number they think the bill needs to show the effort has wide bipartisan support. The bill is likely to get the support from 60 members needed to overcome a filibuster, but getting 70 would put pressure on the House?a chamber with a higher concentration of conservative lawmakers?to act.

?We?re very, very close to getting 70 votes," Graham said during a weekend interview on ?Fox News Sunday.?

Jury selection in Trayvon Martin case enters 2nd week, security tight

SANFORD, Florida (Reuters) - As jury selection in the murder trial of Florida neighborhood watchman George Zimmerman resumes on Monday for a second week, security at the courthouse is tight, despite dwindling public interest in the painstakingly slow search for a panel of unbiased jurors.

Attention may pick up once the jury is sworn in and witnesses start testifying about the circumstances that led to the death Trayvon Martin, an unarmed black teenager, shot by Zimmerman during a confrontation at a gated community in central Florida in February 2012.

As part of stepped-up security, Zimmerman, who is free on bond, enters and exits the Seminole County Criminal Justice Center through a back door. Sometimes hallways are cleared as he passes by surrounded by uniformed officers and his own bodyguard.

A heavy police presence is provided by about two dozen uniformed officers who patrol the parking lots, surround an outdoor public gathering space and staff two separate security checkpoints.

The bodyguard joined Zimmerman's wife in court for the first few days until he was ejected for allowing his cellphone to blare out a personalized ringtone with a sound like a crying baby while the court was in session.

Zimmerman's current abode is a closely guarded secret. Except for his appearances in court and several TV interviews, he has not seen in public since his arrest.

Zimmerman's self-imposed confinement, has caused him to put on 130 pounds (59 kilograms) since the killing, making him a hefty 300 pound (136 kg) figure. His attorney, Mark O'Mara, has attributed the weight gain to stress and forced inactivity while Zimmerman has been living in hiding.

The search for potential jurors who are able to keep an open mind despite what they know about the case has not been easy due to blanket U.S. media coverage in the wake of Martin's death.

Police initially declined to arrest Zimmerman, a 29-year-old light-skinned Hispanic who said he killed Martin, 17, in self-defense, igniting widespread criticism, as well as nationwide protests.

Some 28 prospective jurors have made it through a first round of questioning, focused largely on their exposure and reaction to pre-trial publicity. Another 12 are needed from which the final panel of six jurors and four alternates will be selected after a second round of questioning about their views on issues such as race and gun laws.

Protesters outside the courthouse were scarce last week. More than a dozen turned out Monday and eight on Tuesday. By Wednesday, only three young men wearing "Justice for Trayvon" T-shirts showed up and stayed just long enough to take a picture of themselves in front of the building.

Inside the courtroom, most of the public seating has been vacant. That doesn't surprise the Martin family's attorney, Ben Crump, who appeared to speak for many when he said jury selection was as exciting as "watching paint dry."

Indiana woman condemned for killing at 15 is freed

INDIANAPOLIS (AP) ? A woman who was sentenced to death at age 16 for taking part in the torture and murder of a 78-year-old bible studies teacher was released from an Indiana prison Monday after growing to middle age behind bars.

Paula Cooper, whose 1986 death sentence enraged human rights activists and drew a plea for clemency from Pope John Paul II, left the state prison quietly in a state-owned van and wearing donated clothing, Department of Correction spokesman Doug Garrison said.

As is customary, the prison, about 60 miles west of Indianapolis, gave the now-43-year-old woman $75 to help her make a fresh start.

When asked where Cooper was being taken, Garrison said, "We have something arranged but that's not something I can talk about."

Cooper was 15 years old when she used a butcher's knife to cut Ruth Pelke 33 times during a robbery in Gary that ended in Pelke's death. Her three companions ? one only 14 ?received lighter sentences, but Cooper confessed to the killing and was sentenced to death by a judge who opposed capital punishment, said former prosecutor Jack Crawford, who sought the death penalty for Cooper. Crawford is now a defense lawyer in Indianapolis and no longer supports capital punishment.

"She sat on her, slicing her," Crawford said. "This was a torture crime."

The following year, Cooper became the country's youngest death row inmate.

The sentencing of a 16-year-old to death enraged human rights activists in the U.S. and Europe. Pope John Paul II urged that Cooper be granted clemency in 1987, and in 1988 a priest brought a petition to Indianapolis with more than 2 million signatures protesting Cooper's sentence.

"There were like protests, 'Save Paula Cooper,' even in Europe it was a rallying cry," said Richard Dieter, executive director of the Death Penalty Information Center in Washington. "Her case really became a symbol of the death penalty."

Two years after Cooper was sentenced to die, the U.S. Supreme Court ruled in an unrelated case that the execution of young people who were under 16 at the time they committed an offense was cruel and unusual punishment and was thus unconstitutional. Indiana legislators then passed a state law raising the minimum age limit for execution from 10 years to 16, and in 1988, the state's high court set Cooper's death sentence aside and ordered her to serve 60 years in prison.

"Was justice done? Twenty-four years is a long time, but I'm not sure," Crawford said.

Ruth Pelke's grandson, Bill Pelke, has organized opposition to the death penalty since about two years after her murder. His grandmother, he said, would have been "appalled" at a young girl being sentenced to die.

Pelke, who now lives in Anchorage, Alaska, was in Indiana Monday for Cooper's release, but missed it. He said he expects Cooper to phone him sometime in the next few days.

In 2005, the U.S. Supreme Court ruled it unconstitutional to execute anyone who is younger than 18 years when they commit an offense.

Linley E. Pearson, who was Indiana's attorney general when Cooper appealed to the state Supreme Court, said research now shows that the human brain doesn't fully mature until age 24.

"So kids can do a lot of things they wouldn't do if they were an adult," Pearson said.

Cooper's sentence was reduced due to her behavior in prison, where she earned a bachelor's degree. She will remain on parole for a few years, Garrison said.

"We're just wanting her to be successful, that's all," he said. "She needs to get back to living."

US officials say less than 300 phone numbers were investigated in 2012, data thwarted terrorist plots

With all the coverage of PRSIM and the NSA's data collection have been getting recently, it's no surprise that the US government is eager to rationalize its actions. The crux of the latest defense seems to be that the government isn't using its treasure trove of data very often: according to recently declassified documents, the NSA used the database to investigate less than 300 phone numbers last year. These efforts reportedly prevented terrorist actions in more than 20 countries.

It's a small assurance, but a vague one, and the NSA knows it -- according to the Associated Press, the organization is trying to get the records of these thwarted plots declassified to demonstrate the program's value to concerned citizens. The reveal of such data might be a convincing argument, but disquieting revelations continue to roll out: members of congress are now reporting that the NSA has acknowledged that it does not need court authorization to listen to domestic phone calls. Either way, we're certainly open to more government transparency.

Airlines warned not to fly NSA leaker

LONDON (AP) ? The British government has warned airlines around the world not to allow Edward Snowden, who leaked information on top-secret U.S. government surveillance programs, to fly to the United Kingdom.

A travel alert, dated Monday on a Home Office letterhead, said carriers should deny Snowden boarding because "the individual is highly likely to be refused entry to the U.K."

The Associated Press saw a photograph of the document taken Friday at a Thai airport. A British diplomat confirmed that the document was genuine and was sent out to airlines around the world. Airlines in Thailand, Malaysia and Singapore also confirmed the alert had been issued.

In London, Home Office officials refused Friday to discuss the travel alert.

The diplomat said such alerts are issued to carriers that fly into the U.K., and if any airline brings Snowden into the country, it will be liable to be fined 2,000 British pounds ($3,100). He said Snowden would likely have been deemed by the Home Office to be detrimental to the "public good."

The official spoke on condition of anonymity because he wasn't authorized to discuss the matter publicly. The U.K. Border Agency, which operates under the Home Office, has wide leeway to deny entry to people trying to enter the United Kingdom. It has been used to keep radical preachers and extreme right-wing politicians out of Britain.

Snowden, 29, revealed himself Sunday as the source of top-secret documents about U.S. National Security Agency surveillance programs that were reported earlier by the Guardian and Washington Post newspapers. He is believed to be in Hong Kong. Snowden, an American citizen, has yet to be publicly charged with any crime and no known warrants have been issued for his arrest.

U.S. Attorney General Eric Holder told reporters in Dublin on Friday that the case was still being investigated, but said he is "confident that the person who is responsible will be held accountable."

Experts believe Snowden's travel options are narrow because of the intense publicity generated by the case and the wide circulation of his photo, which is also contained on the carrier alert.

"He's cornered," said Magnus Ranstorp, a research director at the Swedish National Defense College. "Even without the U.K. alert, his name is now part of the intelligence matrix and his name would be flagged if he tried to travel anywhere in the world. He can't get into mainland China, they have a very sophisticated database and sneaking in is not easy, and if he tries to fly he won't even get out of Hong Kong airport."

He said Snowden might try to use a false passport for travel, and also try to alter his facial appearance by shaving his head and his beard and wearing contact lenses, but would likely be caught. The best option, Ranstorp said, may be for Snowden to follow WikiLeaks founder Julian Assange's example and seek refuge in the consulate of a sympathetic country with a diplomatic presence in Hong Kong.

Assange, who has spent almost a year inside the Ecuadorean Embassy in London, said he thought Britain had issued the alert on Snowden because "it doesn't want to end up with another Julian Assange."

Assange sought shelter in the embassy after Britain agreed to send him to Sweden for questioning about alleged sexual assaults. Assange argues that could lead to extradition to the U.S., where he and WikiLeaks are being investigated.

"The United Kingdom doesn't want to say no to the United States under any circumstances," Assange said. "Not in my case and not in the case of Mr. Snowden." He said Britain should be offering Snowden asylum, not excluding him.

It isn't clear if other Western European countries have also alerted airlines not to bring Snowden into their countries. Officials in France, Germany, Spain and the Netherlands said they have not issued any warnings about possible travel by Snowden. In Amsterdam, foreign ministry spokesman Weibe Alkema said the government would execute an arrest warrant for Snowden if one had been issued.

At one point, Snowden expressed an interest in seeking refuge in Iceland, but the government there said no contact had been made.

In London, some human rights activists expressed disappointment with the British government's stance. Martyn Day, from the law firm Leigh Day, said it was "depressing" that Britain's approach is so tied to the U.S.

"Mr. Snowden has been entirely open about being the whistle-blower on what is alleged to be one of the most outrageous invasions of privacy the world has ever seen," Day said. "If he wants to come to the U.K., he should be allowed to do so."

Even without criminal charges, Snowden's world is now shrinking. If other countries follow Britain's example and bar his entry, Snowden would have few options if he weren't allowed to stay in his preferred sanctuary of Hong Kong, a semiautonomous Chinese territory.

China has not made any public comment on what it plans to do with Snowden or how long he would be welcome to stay in Hong Kong. A popular Communist Party-backed newspaper, however, has urged China's leadership to milk Snowden for information rather than expel him, saying his revelations concern China's national interest.

If the U.S. eventually calls for his return, Snowden does have the option of applying for asylum or refugee status in Hong Kong, which maintains a Western-style legal system. If Snowden chose to fight it, his extradition to the U.S. could take years to make its way through Hong Kong's courts.

The alert was issued Monday by the Risk and Liaison Overseas Network, part of the U.K. Border Agency that has staff in several countries identified as major transit points for inadequately documented passengers.

The document titled "RALON Carrier Alert 15/13" has a photograph of Snowden and gave his date of birth and U.S. passport number. It said: "If this individual attempts to travel to the U.K.: Carriers should deny boarding." It warned that carriers may "be liable to costs relating to the individual's detention and removal" should they allow him to travel.

"Carrier alerts" are issued when the U.K. government wants to deny entry to people who don't normally need visas to enter the country, as is the case with most U.S. citizens, or already have visas but something has happened since they were issued, the diplomat said.

Sometimes convicted sex offenders are denied entry into the U.K. in this way.

People who are turned away are told in writing why they have been rejected, and some ? but not all ? have the right to appeal the ruling.

A Bangkok Airways officer said the airline was notified on Thursday about the alert by the Airports of Thailand PCL, which operates national airports throughout the country. She said the notice wasn't intended to be seen by the public.

The officer spoke on the condition of anonymity because she wasn't authorized to give the information to the media.

National carrier Malaysia Airlines said in an emailed statement to the AP that it had also received the British advisory and issued notices to all its operating locations in the country. Singapore Airlines also received the alert.

Shock lingers after Nazi unit leader found in US

MINNEAPOLIS (AP) ? The revelation that a former commander of a Nazi SS-led military unit has lived quietly in Minneapolis for the past six decades came as a shock to those who know 94-year-old Michael Karkoc. World War II survivors in both the U.S. and Europe harshly condemned the news and prosecutors in Poland have said they'll investigate.

An Associated Press investigation found that Karkoc served as a top commander in the Ukrainian Self-Defense Legion during World War II. The unit is accused of wartime atrocities, including the burning of villages filled with women and children.

"I know him personally. We talk, laugh. He takes care of his yard and walks with his wife," his next-door neighbor, Gordon Gnasdoskey, said Friday.

"For me, this is a shock. To come to this country and take advantage of its freedoms all of these years, it blows my mind," said Gnasdoskey, the grandson of a Ukrainian immigrant himself.

Karkoc told American authorities in 1949 that he had performed no military service during World War II, concealing his work as an officer and founding member of the legion and later as an officer in the SS Galician Division, according to records obtained by the AP through a Freedom of Information Act request.

Though records do not show that Karkoc had a direct hand in war crimes, statements from men in his unit and other documentation confirm the Ukrainian company he commanded massacred civilians, and suggest that Karkoc was at the scene of these atrocities as the company leader. Nazi SS files say he and his unit were also involved in the 1944 Warsaw Uprising, in which the Nazis brutally suppressed a Polish rebellion against German occupation.

No one answered the door Friday morning at Karkoc's house on a residential street in northeast Minneapolis. Karkoc had earlier declined to comment on his wartime service when approached by the AP, and repeated efforts to arrange an interview through his son were unsuccessful.

Late Friday, Karkoc's son, Andriy Karkos, read a statement accusing AP of defaming his father. Karkoc became a naturalized U.S. citizen in 1959.

"My father was never a Nazi," said Karkos, who uses a different spelling for his last name. He also said the family wouldn't comment further until it has obtained its own documents and reviewed witnesses and sources.

Polish prosecutors announced Friday they will investigate Karkoc and provide "every possible assistance" to the U.S. Department of Justice, which has used lies in immigration papers to deport dozens of suspected Nazi war criminals.

The AP evidence of Karkoc's wartime activities has also prompted German authorities to express interest in exploring whether there is enough to prosecute. In Germany, Nazis with "command responsibility" can be charged with war crimes even if their direct involvement in atrocities cannot be proven.

Efraim Zuroff, the lead Nazi hunter at the Simon Wiesenthal Center in Jerusalem, said that based on his decades of experience pursuing Nazi war criminals, he expects that the evidence of Karkoc's lies as well as the unit's role in atrocities is strong enough for deportation and war crimes prosecution in Germany or Poland.

Former German army officer Josef Scheungraber ? a lieutenant like Karkoc ? was convicted in Germany in 2009 on charges of murder based on circumstantial evidence that put him at the scene of a Nazi wartime massacre in Italy as the ranking officer.

Members of Karkoc's unit and other witnesses have told stories of brutal attacks on civilians.

One of Karkoc's men, Vasyl Malazhenski, told Soviet investigators that in 1944 the unit was directed to "liquidate all the residents" of the village of Chlaniow in a reprisal attack for the killing of a German SS officer, though he did not say who gave the order.

"It was all like a trance: setting the fires, the shooting, the destroying," Malazhenski recalled, according to the 1967 statement found by the AP in the archives of Warsaw's state-run Institute of National Remembrance, which investigates and prosecutes German and Soviet crimes on Poles during and after World War II.

In a background check by U.S. officials on April 14, 1949, Karkoc said he had never performed any military service, telling investigators that he "worked for father until 1944. Worked in labor camp from 1944 until 1945."

However, in a Ukrainian-language memoir published in 1995, Karkoc states that he helped found the Ukrainian Self Defense Legion in 1943 in collaboration with the Nazis' feared SS intelligence agency, the SD, to fight on the side of Germany ? and served as a company commander in the unit, which received orders directly from the SS, through the end of the war.

It was not clear why Karkoc felt safe publishing his memoir, which is available at the U.S. Library of Congress and the British Library and which the AP located online in an electronic Ukrainian library.

Karkoc currently lives in a modest house in an area of Minneapolis that has a significant Ukrainian population. He recently came to the door without help of a cane or a walker. He would not comment on his wartime service: "I don't think I can explain," he said.

Karkoc and his family are longtime members of the St. Michael's and St. George's Ukrainian Orthodox Church.

"All the time I am here, I know him as a good man, a good citizen," said the Rev. Evhen Kumka, the church's pastor. "He's well known in the congregation."

Kumka moved from Ukraine to Minnesota 19 years ago to lead the congregation, and said Karkoc was already active in the church. Kumka wouldn't say whether he'd spoken to Karkoc about his past, but said he was skeptical.

"I don't think everything is correct," Kumka said. "As I know him, he is a good example for many people."

Karkoc worked as a carpenter in Minneapolis, and appeared in a 1980 issue of Carpenter magazine among a group celebrating 25 years of union membership. He was a member and a secretary in the local branch of the Ukrainian National Association, a fraternal organization, and voting records obtained by the AP show he regularly voted in city, state and general elections.

Karkoc's name surfaced when a retired clinical pharmacologist who researched Nazi war crimes in his free time came across it while looking into members of the SS Galician Division who immigrated to Britain. He tipped off the AP when an Internet search showed an address for Karkoc in Minnesota.

The AP located Karkoc's U.S. Army intelligence file, which was declassified by the National Archives in Maryland through a FOIA request. The Army was responsible for processing visa applications after the war under the Displaced Persons Act.

The intelligence file said standard background checks found no red flags that would disqualify Karkoc from entering the United States. But it also noted that it lacked key information from the Soviet side regarding the verification of his identity.

Wartime documents located by the AP also confirm Karkoc's membership in the Self Defense Legion. They include a Nazi payroll sheet found in Polish archives, signed by an SS officer on Jan. 8, 1945 ? only four months before the war's end ? confirming that Karkoc was present in Krakow, Poland, to collect his salary as a member of the Self Defense Legion.

He joined the regular German army after the Nazi invasion of the Soviet Union in 1941 and fought on the Eastern Front in Ukraine and Russia, according to his memoirs, which say he was awarded an Iron Cross for bravery.

He was also a member of the Ukrainian nationalist organization OUN; in 1943, he helped negotiate with the Nazis to have men drawn from its membership form the Self Defense Legion, according to his account. In 1945, the legion was dissolved and folded into the SS Galician Division.

Policy at the time of Karkoc's immigration application ? according to a declassified secret U.S. government document obtained by the AP from the National Archives ? was to deny a visa to anyone who had served in either the SS Galician Division or the OUN.

Justice Department spokesman Michael Passman in Washington said the agency could was aware of the AP story and could not confirm or deny an investigation.

News of Karkoc's past prompted anger from World War II survivors in countries where the Ukrainian Self-Defense Legion was active. In Poland, Honorata Banach told the AP she wants Karkoc to apologize. She was 20 when she fled the Polish village of Chlaniow before it was burned down by the legion.

"There was so much suffering, so many orphans, so much pain," Banach said. She and her mother returned the day after the attack, she said, to see that "everything was burned down, even the fences, the trees. I could not even find my house."

Survivors told her the Ukrainian legion did it, she said.

Sam Rafowitz, an 88-year-old Jewish resident of the Minneapolis suburb of Minnetonka, grew up in Warsaw, Poland, and spent four years working in concentration camps. He took a hard line after hearing the news about Karkoc.

"I think they should put him on trial," said Rafowitz, who lost his mother and other relatives at the Majdanek concentration camp in Lublin, Poland. He said soldiers in the camp were German but that it was run by Ukrainians.

"You don't forget," Rafowitz said. "For me, it's been almost close to 70 years those things happened, but I still know about it. I still remember everything."

Menachem Rosensaft, who was born in the Bergen-Belsen concentration camp, now teaches the law of genocide and war crimes at several New York universities. He said Karkoc is a reminder that the Holocaust and other genocides "cannot be viewed as abstract history."

"I have every confidence that if Mr. Karkoc was not already on the Justice Department's radar screen, he now is," Rosensaft said.
