Officials probe plane close call at Washington airport

WASHINGTON (Reuters) - Officials said on Thursday they are investigating "miscommunication" this week that led three US Airways planes -- two outbound and one inbound -- to veer unacceptably close to each other over Washington's Reagan National Airport.

In a statement about the incident, the Federal Aviation Administration said bad weather south of the nation's capital on Tuesday forced controllers to divert planes to a different runway.

"During the switchover of operations, miscommunication ... led to a loss of the required separation between two regional jets departing from Runway 1 and a regional jet inbound for Runway 19," the FAA said in a statement. The agency plans to hold a press briefing on the incident later on Thursday.

The National Transportation Safety Board (NTSB), which has made reducing air traffic controller errors and improving runway safety a top priority, said it will investigate.

Tuesday's incident, first reported by The Washington Post, took place just after 2 p.m. EDT, according to the FAA. US Airways said the three flights all arrived at their final destinations safely but gave no other details.

The close call is the latest in a series of serious and embarrassing incidents recently that highlight concerns over air traffic safety.

"This error ... is the worst kind of air traffic control error that you can have, directing one plane into the path of another or in this case two airplanes," David Stempler, an aviation expert and head of the advocacy group Air Travelers Association. "This must be investigated thoroughly and the air traffic controllers severely disciplined or terminated."

A transcript of the conversation between the pilots and the air traffic controllers at the airport in Tuesday's mishap shows confusion on both sides.

"Uh, we were cleared at the river back there. What happened?" the pilot of one incoming flight said, according to the transcript of the FAA recording CBS News obtained from LiveATC.net, a website devoted to live air traffic feeds.

"We're, we're trying to figure this out too. Standby," one controller responded.

Onboard the aircrafts were 192 passengers and crew members, according to the newspaper.

"The FAA is investigating the incident and will take appropriate action to address the miscommunication," the FAA said.

12 SECONDS FROM CRASH

The Washington Post in its report on Thursday said the commuter jets "came within seconds of a midair collision," citing a federal official familiar with the incident. At one point, two planes were just 1.4 miles apart and traveling at 436 miles per hour -- a rate that put them just 12 seconds away from a crash, it reported. The FAA could not immediately confirm those details.

Reagan airport, on the Potomac River a few miles from the Pentagon, is one of three serving the Washington region.

In March last year, a lone controller fell asleep on the midnight shift at the airport with two jetliners en route. The two flights landed without incident.

Earlier this year, air traffic controller error was cited in a near-miss of a commuter jet and a small plane in Mississippi.

What does the new study say?

The work, entitled "On the Distributional Effects of Base-broadening Income Tax Reform ," says even the most progressive income tax brackets available in the Romney plan will force middle class Americans to pay more taxes. Reducing tax rates, eliminating the alternative minimum tax (AMT) and keeping tax incentives for investment savings all lead to more money for the wealthiest Americans. The presumptive GOP nominee also wants to reduce tax rates by 20 percent overall.

Why did Romney respond to the study?

The report mentions Romney's name 14 times. Yet Obama's name, nor his title, are mentioned at all. The study proclaims even with lower tax rates, Romney's plan would increase the burden on everyone making less than $200,000 because those taxpayers don't get as many tax breaks.

In Romney's plan, a "revenue neutral" income tax for those making over $1 million would result in an additional $87,000 per year of income. Those making $100,000 to $200,000 per year would pay an additional $1,339 of income taxes. Anyone making between $30,000 and $50,000 per year would pay an extra $431.

USA Today cites Romney campaign staffers who note the authors have political ties to Democrats. Adam Looney was a member of Obama's White House Council of Economic Advisers in 2009 through 2010. William Gale was part of the Treasury Department's Fiscal Responsibility Summit in 2009 led by Secretary Timothy Geithner. Samuel Brown, the third and final author of the study, worked for the Federal Reserve Board. Looney and Gale have Doctorates.

Were any authors associated with Republicans?

Gale served as a senior staff economist on the President's Council of Economic Advisers from 1991 to 1992. That time period was the middle of George H.W. Bush's presidency. Brown was with the Federal Reserve Board from 2006 to 2010 as a research assistant while in college. Part of that time was during the George W. Bush administration.

Last Mom: What I Want You to Know About Older Child Adoption

This is a repost from June 26, 2011.?

My husband and I adopted our daughter a little over a year (two?years) ago.? She came to us at age nine.?? She was abused, neglected, homeless and abandoned during her first four years with her biological family.? Then she bounced around foster care for the next five years.?? She had a dozen sets of ?Mom and Dad? before us.?? We reassure her all the time that we are her Last Mom and Last Dad.

It took six months from being chosen as her parents to bringing her home.?? She was a straight adoptive placement through the foster care system, but we were in Florida and she was in Texas.? ICPC and other aspects of the process took forever.? We weren?t allowed any contact with her during those six months.?? She was actually in a group home during that time.? She was moved there just a couple weeks after we were matched because her foster family was no longer willing to work with her aggression and tantrums.?? She was clearly a child in pain.?? We knew it and agreed to the match.?? We felt strongly that her behavior was situational and that she needed the right environment and help to sort it out.? We thought we could give it to her.

Being approved to be the parents of a child that is so obviously hurting and in need of your support, but having to wait for six months of paperwork is torture.?? Our home and hearts were ready for her, but she was placed in a group home and didn?t even know we existed.??

Once ICPC cleared, we were finally allowed to send her a photo book and she was told that she was going to be adopted.?? We flew to Texas two weeks later.? We met her on a Monday and visited with her for a couple hours after school each day that week.? On Friday she was ours forever.?? Within a few short weeks, she found out she was going to be adopted and moved to another state with people she had met just days before.?

No amount of research, adoption classes or book reading can prepare you for life with a traumatized child.? They call older child adoption ?special needs? adoption for a reason.?? Her special needs are real and they are vast.?? Fear, anxiety, anger, grief, shame and confusion are swirling around inside her all the time.?? It is not uncommon for her behavior to reflect all the pain she has inside.?? We get it.? We understand.? That doesn?t mean it isn?t hard or that we don?t get overwhelmed, exhausted or lose our cool sometimes.??

One of the hardest parts is the isolation.? It is very difficult for people to understand all that you?re going through.?? A loving home is not enough.? Your child doesn?t just need ?time to settle in?.? Traditional discipline structure or parenting styles are usually ineffective with traumatized children.?? People become uncomfortable with the truth about how things are really going at home, so you stop sharing.? Traumatized children often act very differently when they are around others than they do at home.?? You may start to get the feeling that people think you?re the source of the problem.??

Parents of kids with trauma and attachment issues need to be seen as the authority figures all the time.? An attaching child needs to learn to depend on their parents to meet their needs, comfort them, keep them safe and give them affection.?? We have had to cut people out of our lives who refused to accept and respect our roles as parents of a hurt child.???

It can even be difficult to find professionals that get it.??? Teachers, pediatricians and mental health providers might not take your concerns seriously because your child doesn?t show them the pain.? They save that just for you.?? Our daughter is on the honor roll at school and has won awards for her positive behavior choices.?? The school wants to drop the IEP for emotional disability that we carried over from her last school in Texas.?? The month before they brought this up, we had to call 911 because she was having such an epic meltdown due to big feelings brought on by Mother?s Day that weren?t sure of our ability to keep her safe.? All three of us wound up with bruises, scrapes and scratches.? She caved in the roof of my car.?? She may not show it at school right now, but her emotional needs are high.

We have had no luck in finding a therapist in our area that understands trauma and attachment.? We are on our third try.? Bad therapy is worse than no therapy.? We work hard on our own at helping our daughter process her past and her feelings.??? Therapeutic parenting has been very effective and she has made great progress.?? Her current therapist is not helpful.? In fact, we have to do a lot of work to keep her from being harmful.? Unfortunately, the only way to get medication prescribed for her anxiety is to meet with the therapist weekly.?? Her pediatrician won?t prescribe anxiety medication, resources are extremely scarce and we?ve exhausted all other options.

Older child adoption is doable.? It?s worth it.?? Progress, hope and healing are attainable.?? Our daughter shows us this every day.?? We have not regretted becoming her parents for a moment.? I think it is important that people understand this journey is difficult, will change your life in every way and that you will likely have to face it on your own.??

Wambach's goal lifts US past North Korea

Abby Wambach's 25th minute goal is enough to propel the United States women to their third win in as many games and into the Olympic women's soccer tournament quarterfinals against New Zealand.

MANCHESTER, England (AP) ? Abby Wambach became the first non-British woman to score a goal at Old Trafford. She and her teammates celebrated by coercing Hope Solo to get on the ground and do "the worm."

There were other such moments unfamiliar to the venerable home of Manchester United on Tuesday, when chants of "U-S-A!" echoed for the Americans' 1-0 win over North Korea in front of 29,522 fans ? easily the largest crowd ever to occupy the familiar red seats for a women's game.

"The worm at Old Trafford! Are you kidding me?" Solo said.

The victory gave the U.S. team first place in its group with three wins in three games, the first time the Americans have ever swept their group opponents in Olympic play. They were already assured a berth in the next round entering the game, and they'll now move on to Newcastle for a quarterfinal match on Friday against New Zealand.

Although claiming to be a reluctant participant, Solo and captain Christie Rampone flopped to the ground after Wambach's goal in the 25th minute. The other nine players joined hands, wriggled their arms like a giant worm and pointed to the pair of players doing the funky dance move from the 1970s and '80s.

"Hope doesn't get involved in the celebrations very often," Wambach said. "And so we wanted to get her involved, and she said the worm is one of the things that she can contribute, so we kind of planned it out before the game. Thankfully we got the goal so that we could actually display it."

Solo could probably pick any dance she wanted, having appeared on "Dancing With the Stars" last year. Wambach said the celebration was a late birthday present for the goalkeeper, who turned 31 on Monday, but it also served to reinforce team camaraderie after Solo's recent Twitter rant that prompted a meeting with the coach and captains.

"I think that Hope prefers the wins and the shutouts as birthday presents," Wambach said. "But it was great to get her involved because it makes us feel what the game is about. It's about fun. It's about laughing and enjoying it out there ? because how often are you going to say you played at Old Trafford and scored a goal?"

Old Trafford had hosted only domestic women's games previously. The last one was an FA Cup final in 1989 that drew less than 1,000 fans.

"You think of the great players that have played out there before us, and the goals that have been scored," defender Amy LePeilbet said. "It's one of the highlights of my career."

The North Koreans finished with a 1-2 record in the group and still had a chance to advance, but they were eliminated later in the day when New Zealand claimed the final quarterfinal berth with a win over Cameroon.

North Korea is ranked in the top 10 in the world, but it remains an unknown in women's soccer because players and officials have limited interaction with other teams. The country sent a very young squad to these Olympics: The average age of 19 years, 11 months made it look like a junior club next to the Americans, who checked in at 28 years, 1 month.

"Our team is made up of very young players, so there is nobody who can blame them for not doing well," coach Sin Ui Gun said through an interpreter. "This time it was a great experience for them."

North Korea finished Tuesday's game with 10 players after Choe Mi Gyong was sent off with a second yellow card in the 81st minute following a tackle on Lauren Cheney.

With a place in the next round assured, U.S. coach Pia Sundhage had her players take it easy in the second half, slowing the pace of play to keep the legs fresh for the quarterfinals. North Korea nearly capitalized with a tying goal, producing several scoring threats in a three-minute stretch that forced Solo to the ground twice.

"There were times when we could have possessed the ball better," Sundhage said. "We were a little bit naive, naive in the middle. I can see the players want to do some great things out there ? it is the Olympics ? but sometimes we could have been a little bit smarter and kept the ball."

Mostly, however, Solo had plenty of downtime to think about her next series of tweets. She ruffled feathers after the last game by using Twitter to criticize NBC analyst and former U.S. player Brandi Chastain's commentary. Despite the meeting with the coach, Solo didn't back down her comments and said Tuesday the team wasn't affected by any distractions.

"Do you see the way our team is performing?" Solo said. "We're having fun. We're scoring goals. We swept our group. I don't think there's any distractions."

The goal came on a play set up by Cheney's long ball to Alex Morgan, who slid a pass between two defenders to Wambach for an easy tap-in and her third goal of the tournament. Morgan and Wambach both hit the right post in the first half, part of a series of near-misses that kept the score close.

"Even though some of us played 90 minutes, it was definitely a restful game for a lot of us, which is the most important thing," Wambach said. "Because we need fresh legs going in the quarterfinals, which is where the fun begins. You lose and you go home."

Don't leave your campsite a mess! Get some trash bags and clean up your mess. Get rid of things like trash and leftover food. One big camping rule is that only your footprints should remain when you go home.

Bring along extra flashlights, lanterns and spare batteries when you go camping. Even after the sun is gone, you may need to see. Having an adequate amount of light can help avoid injuries from falls and running into animals living in the wild. If you are camping with your children, a flashlight for each child is a wise idea.

Pack your food properly to avoid food poisoning. Any food that is not canned, preserved, or vacuum sealed is at risk of spoiling or causing food poisoning. Bring a lot of ice, and don't forget to drain your cooler.
